English test for Australia: Uganda is not on the exemption list, so what proves your English?
Tips · 2026-11-06 · 9 min read

Speaking English every day in Kampala, Jinja or Gulu does not, on its own, answer Australia's English question. For a Skills in Demand (482) visa, Home Affairs wants evidence: an approved test score, or at least 5 years of full-time study where most classes were in English, with documents to prove it. A Ugandan passport is not one of the passports that skip the question, so plan for the English test for Australia from Uganda early.
Why a Ugandan passport does not settle it
Home Affairs' Competent English page names five citizenship-and-passport routes that show Competent English without a test: Canada, New Zealand, the Republic of Ireland, the United Kingdom and the United States of America. Uganda is not among them.
The Skills in Demand visa (subclass 482) uses the same five passports for its own exemption. Holders of those passports do not have to prove English. Uganda is not listed, so a Ugandan applicant looks at the other options on the 482 English page.
This is a rule about evidence, not about how well you speak. A confident speaker who cannot show a test result or study records can still be asked for more. If you are new to the visa itself, our guide to moving from Uganda to Australia on the Skills in Demand (482) visa explains what the employer does and what you do.
Two ways to show English for a 482
Home Affairs gives two main routes for a Ugandan applicant on the 482. Check the official page for your stream before you pay for anything, because the rules are updated from time to time.
| Route | What Home Affairs asks for | Think about |
|---|---|---|
| Approved English test | A result from an accepted test, taken at a secure test centre, at or above the minimum scores for the stream | Booking a seat, the test date and how long a result stays usable |
| 5 years of study in English | At least 5 years of full-time study at secondary level or higher where most classes were in English | Transcripts and letters from the school or university, and the years they cover |
| Passport exemption | Only for Canada, New Zealand, the Republic of Ireland, the United Kingdom and the United States of America | Not available on a Ugandan passport |
Which tests Home Affairs accepts
For tests taken on or after 7 August 2025, Home Affairs accepts C1 Advanced, CELPIP General, IELTS Academic, IELTS General Training, LANGUAGECERT Academic, Michigan English Test (MET), OET, PTE Academic and TOEFL iBT, taken at a secure test centre. Tests delivered entirely online, at home, such as IELTS Online, OET@Home and TOEFL iBT Home Edition, are not accepted.
If you register for TOEFL iBT, you must select "Taking TOEFL for Australia" so the result is valid for Australian visa purposes.
For the 482 Core Skills and Specialist Skills streams, tests taken on or after 13 September 2025 must meet these minimums. Always compare your own result with the current official table before you rely on it.
| Test | Minimum for the 482 (Core Skills and Specialist Skills) |
|---|---|
| IELTS Academic or General Training | 5.0 in each of listening, reading, writing and speaking |
| PTE Academic | Listening 33, Reading 36, Writing 29, Speaking 24 |
| TOEFL iBT | Listening 8, Reading 8, Writing 9, Speaking 14 |
| OET | Listening 220, Reading 240, Writing 200, Speaking 270 |
The test must be taken within 3 years before you apply. A score from an old attempt may no longer count, so do not assume a result from your university years will still do the job.

The 5 years of study route, in detail
The second route suits some people who went through English-medium secondary school, a college or a university. Home Affairs asks you to show the institution, the level, an official transcript, the contact hours per week in English and the years of study.
Two points are easy to miss. First, the study must be full-time and at secondary level or higher, and most classes must have been taught in English. Second, "I studied in English" is a claim; the transcript and the institution's details are the evidence. Many UCE and UACE results and degree transcripts are printed in English, but whether yours meet Home Affairs' wording is for Home Affairs to decide, not for us.
If any document is not in English, Home Affairs requires a translation, with both the original and the translation provided. Ugandan school and university papers are usually in English already, but certified copies may still be asked for.
What changes for New Zealand
New Zealand has its own rule. For the Accredited Employer Work Visa (AEWV), applicants whose job is at skill level 3 to 5 must show they can speak and understand English, and English test results must be no more than 2 years old. Jobs at skill level 1 or 2 do not need this. Our guide to working in New Zealand on an AEWV covers the steps, and Immigration New Zealand's AEWV page has the current detail.
We have not verified a minimum score for the AEWV, so check the Immigration New Zealand page before you book any test.
Employers and registration bodies set their own English rules
A visa rule is only one gate. An employer can ask for a stronger standard than Home Affairs does, and a regulator or trade body may set its own English requirement before it lets you work in a regulated job. Read the job ad and the body's own page, and ask the employer through the application. A test score that meets the visa can still be below what a particular employer wants.
It also helps to say in your CV what English you use at work. If you are rebuilding your application, the steps in our post on a CV for Australian employers from Uganda show what to include, and Build AI CV can help you put it into a clean layout. A simple order of work
- Read the English page for the visa you are aiming at on the Home Affairs or Immigration New Zealand website.
- Decide which route fits your history: a test, or 5 years of full-time English-medium study.
- If you choose the study route, ask your school or university for the official transcript and a letter showing the years, level and language of teaching.
- If you choose a test, pick one from the accepted list, book a secure test centre, and check the minimum scores for your visa and stream.
- Keep the result, transcripts and ID in one folder and note the date, because a test must be taken within 3 years before a 482 application.
When you are ready to look at roles, browse current jobs in Australia and New Zealand, or the education jobs, where English evidence can matter for the employer too. The wider picture is in our note on jobs in Australia for Ugandans. This is general information, not a promise of a visa or a job.
Common mistakes
- Assuming speaking English is enough. Home Affairs wants a test result or study evidence, not a description of your daily language.
- Booking an at-home test. Tests delivered entirely online are not accepted by Home Affairs.
- Forgetting the TOEFL setting. A TOEFL iBT result is valid for Australian visa purposes only when "Taking TOEFL for Australia" was selected at registration.
- Using an old result. For the 482 the test must be within 3 years before you apply.
- Counting years loosely. The 5 years must be full-time, at secondary level or higher, with most classes in English, and shown by a transcript.
- Copying another passport's exemption. The five exempt passports do not include Uganda.
Frequently asked questions
Do Ugandans need an English test for the Australian 482 visa?
Not in every case. A Ugandan passport is not one of the five exempt passports, so you show English by an approved test score or by at least 5 years of full-time study where most classes were in English. Check the official page for your stream first.
Is English being Uganda's official language enough?
No. Home Affairs does not accept the country's language as evidence. It asks for a named test result or study evidence, shown with the institution, the level, an official transcript, hours per week in English and years of study.
Can I take my English test at home online?
No. Home Affairs does not accept tests delivered entirely online, such as IELTS Online, OET@Home and TOEFL iBT Home Edition. Choose a secure test centre and confirm it is on the accepted list before you pay.
How recent must my 482 English test be?
For the 482 visa the English test must be taken within 3 years before you apply. For a New Zealand AEWV at skill level 3 to 5, test results must be no more than 2 years old.
Does the 5 years of study route count a Ugandan degree?
It can, if the study was full-time, at secondary level or higher, with most classes taught in English, and you can show an official transcript and the other details Home Affairs asks for. Home Affairs decides whether your records meet its rule.
