Thinking of leaving Kampala for Australia? What the official numbers say about your odds and your rights

Imagine an electrician in Entebbe who has heard that Australia lets anyone in, then hears the opposite from a cousin. Who is right? Neither, quite. The rules are demanding at every step, and the official figures are more useful than opinions. Here is the route that applicant would actually walk.
Step one: picking a stream
Australia sorts applicants into six broad streams: visitor, student, family, skilled (employer-sponsored and independent), refugee and compliance-related. Places in each are limited by planning caps set every financial year. Someone seeking work would look at the skilled stream. Independent skilled applicants are scored on a points test covering qualifications, work history and English proficiency, and only the top scorers get an invitation to apply. If your Ugandan certificates, such as a UNEB result or a Directorate of Industrial Training (DIT) certificate, form part of your claim, find out early how they will be assessed; RPLDirect explains how qualifications and skills assessment work for Australia.
Applicants usually have to meet the standard twice: at lodgement and again at grant. That is why people who read about "loopholes" are usually reading about something else. Partner visas ask for years of shared bills, shared addresses and relationship history, and family sponsorship is narrow, mostly immediate family who must also pass health and character screening.
Step two: the character test
Everyone who applies, from inside or outside Australia, faces a character test. If you have lived in a country for 12 months or more, you must produce a police clearance from that country. For people who have lived in Uganda that means an Interpol police clearance. A criminal record triggers a specialist internal review that can take considerable time.
After arrival the consequences of breaking the rules are quick. The Department of Home Affairs used its broad power to cancel visas 37,033 times in the 2024–25 financial year. A charge is enough, and a prison term of more than 12 months means automatic cancellation. Detention is delivered by private contractors at roughly $505,176 per person each year, against roughly $160,600 in the ordinary prison system.
Step three: the protection question
Anyone in Australia can lodge a protection visa application, whatever visa they came on. Lodging is not winning: in 2024–25, 23,576 onshore applications were lodged and 4,036 were granted, and by April 2026 the onshore grant rate was roughly 16 per cent.
Step four: what you pay and what you receive
A 2021 Treasury study found that migrants as a group contribute more fiscally than they draw. Visa application charges alone raised $4.15 billion in 2025, compared with about $1.4 billion from the Petroleum Resource Rent Tax in 2023–24. Between 2019 and 2022, temporary residents for tax purposes produced $230 billion in personal taxable income.
Support arrives late. Medicare generally starts once permanent residency is secured or applied for, with some temporary holders also eligible. Most temporary migrants, refugees aside, cannot get JobSeeker or the aged pension until they meet residency rules, and a waiting period of up to four years typically follows. Temporary stays can last more than a decade for some, and public schooling may carry a cost depending on the state and subclass. Agriculture, especially at peak harvest, depends heavily on migrant labour.
Two of our earlier pieces go deeper: why the migration debate is asking the wrong question and what net overseas migration means for visa settings. If you are ready to see real vacancies, start with the jobs page.
Common mistakes Ugandan applicants can avoid
- Believing a rumour that one visa is an easy lane. Each stream has its own dense rules.
- Leaving the police clearance until the last minute when a request arrives.
- Counting on benefits during the first years. Most temporary migrants cannot claim them.
- Paying for advice from someone who is not a migration agent registered with MARA, or for New Zealand, a licensed immigration adviser or lawfully exempt person.
Frequently asked questions
Do I need a degree to apply for skilled work?
Not necessarily. The points test scores qualifications, and trade certificates can count, but each visa sets its own conditions. Check the visa page.
Does a Ugandan police clearance cover other countries?
No. A clearance is needed from each country where you lived for 12 months or more.
Can I claim protection after arriving on a visitor visa?
Anyone in Australia may lodge an application, but the figures show most are refused.
Are family members covered?
Only a narrow set of visas allow sponsorship, and they are generally limited to immediate family.
Who should I speak to before paying fees?
A migration agent registered with MARA, or an official government page.
Key takeaways
- Six streams, annual caps and a double check at application and grant define the system.
- Character screening, including police clearance, applies to everyone.
- Protection grants are limited, and visa cancellation is used widely.
- Migrants pay tax and charges early and receive benefits late.
- Plan from the official rules, not from rumours.
